What is the use of dehumidifiers?

Is it necessary to open windows while dehumidifier is running?

It all depends on the weather.  In summers it is fine to open windows but in winter and rain it is better to close windows so as to avoid more moisture from coming into room.

Do I need to purchase more than one dehumidifier for the whole house?

Dehumidifiers create volume dry air in as large space at its fan can affect. If you are placing correctly sized dehumidifiers at right place so that air can reach to all places then a single machine is sufficient for whole house.
